FAQs

I received a notice that I am cited for a violation. What should I do?

Wait to receive a Notice of Conduct Conference from the Office of Rights and Responsibilities.  If the incident has been reported and is deemed a potential Code of Student Conduct violation, a notice of conduct conference will be sent to the student email and posted on Guardian.  Check your email inbox, spam, and Guardian for correspondences.

Can my parents, attorney, third party, etc. receive details about a case in which I am involved?

Only the involved charged student parties may receive associated case details from the Office of Student Rights and Responsibilites. 

How do I access my student disciplinary files?

Log into Guardian and click on associated cases.  There you will be able to access your case files.

How do I pay a fine?

All payments are to be made in person at the cashier window located in Tyler Hall.  Please indicate that you are paying a Judicial Fine for the Office of Student Rights and Responsibilites. After payment of the fine, please email the receipt to studentrights@morgan.edu or upload it directly to Guardian.  The submission will be reviewed. Please allow at least 48 business hours for processing. In addition, any judicial holds and notices being sent regarding overdue sanctions will continue until the sanction has been satisfied.  

How do I get a Judicial Hold lifted from my account?

Associated Judicial Holds are removed once the sanctions are fulfilled per the notice of decision correspondence. Please check your email and/or log in to Guardian to view the Notice Of Decision correspondence for directives and requirements.

I do not agree with the notice of decision. How do I appeal?
  1.  Check the Code of Student Conduct to see if your case qualifies for an appeal. 

XVII. APPEALS PROCEDURE  

  1. Any determination made pursuant to this Code resulting in expulsion or suspension of a student or dissolution or suspension of an organization may be appealed by the Charged Party or a student found responsible to the Vice President for Student Affairs. The Vice President for Student Affairs or designee shall also hear appeals from denials of petitions to void disciplinary records, pursuant to this Code. In instances where the Vice President for Student Affairs has served as the trier of fact/hearing officer, the Charged Party may appeal to the President’s Chief of Staff or designee. 
  2. If you qualify for an appeal, use the appeal form attached to your notice of decision correspondence.
  3. If there is no appeal form attached to your notice of decision correspondence, check the Code to see if your case qualifies.  If it qualifies, email studentrights@morgan.edu concerning this matter.  

Once the Charged Party or Responsible Student has received their notification indicating suspension or expulsion, please follow the instructions in the Guardian notice. Please be advised, students only have 10 days after receiving their notice to submit an official appeal. We will not accept appeals submitted after the 10 day maximum will be denied and the original decision will stand.

I missed my conduct conference or conduct hearing. What should I do?

Wait to receive the decision correspondence. Generally the meetings are not rescheduled.  Check email, spam, and Guardian for correspondences. Email studentrights@morgan.edu with associated questions. 

What happens if I am having difficulty paying my judicial fine or cannot pay by the deadline?

Please contact the Bursar’s Office regarding all payment inquiries. The due date to pay is as indicated on the Notice of Decision. It is understandable if you can not pay by this date. Please make the payment when you are able by going to the Cashier in the Office of the Bursar . Please understand the associated judicial holds will be lifted once full payment is received by the Office of the Bursar and reported to the Office of Student Rights and Responsibilities.  Please remember that payments have to be made in person at the cashier window and please indicate that you are paying a judicial fine. After payment of the fine, please email the receipt or upload it directly to Guardian.  Please allow at least 48 business hours for processing.  In addition, any notices being sent regarding overdue sanctions will continue until the sanction has been satisfied. 

What should I do if I am having difficulty completing my educational sanction according to the directives described in the notice of decision correspondence?

Please read the correspondence thoroughly and follow the directions.  If additional writing support is needed, please contact the MSU writing center. 

What happens if I am having difficulty paying my judicial fine or cannot pay by the deadline?

What happens if I do not satisfy my sanctions?

The judicial hold will remain in place until each sanction is satisfied. This may prevent the student from registering for classes for the upcoming semester and participation in student activities and organizations.

I am experiencing an escalating conflict with another MSU related party. What should I do?

If you reside in University-managed housing, immediately contact your Resident Assistant or Resident Director to request a mediation. If you do not reside in University-managed housing email studentrights@morgan.edu immediately.

What should I do if I witness a Code violation taking place?

Report the violation immediately to the proper University official. Additionally, please complete the IncidIncidentent Report Form on our Report An Incident webpage.

Can I smoke on Morgan State University premises or associated premises?

Smoking is prohibited on all Morgan State University premises and associated premises. Any Morgan State University student cited for smoking on our campus or associated premises, will be subject to fines, suspension, or expulsion from the University. Students who reside in University-managed housing cited for a smoking violation are also subject to be removed from University-managed housing for the semester or academic year.

Can I drink alcohol on Morgan State University premises?

Possession and consumption of alcohol is prohibited on all Morgan State University premises and associated premises. Any Morgan State University student cited for alcohol on our campus or associated premises, will be subject to fines, suspension, or expulsion from the University. Students who reside in University-managed housing cited for a alcohol violation are also subject to be removed from University-managed housing for the semester or academic year.

Can I have Marijuana/Cannabis on Morgan State University premises or associated premises?

Possession and consumption of marijuana/cannabis, related products, and paraphernalia are prohibited on all Morgan State University premises and associated premises. Any Morgan State University student cited for the possession or consumption of marijuana/cannabis, related products, and paraphernalia on our campus or associated premises, will be subject to fines, suspension, or expulsion from the University. Students who reside in University-managed housing cited for a marijuana/cannabis violation are also subject to be removed from University-managed housing for the semester or academic year.

Can I be found responsible for a violation committed by others?

It is possible to be found responsible as an accessory or responsible party if you are present and/or instrumental in the violation taking place. In addition, remember that each student is completely responsible for the actions of any associated guest/visitor. 

Can I have Marijuana/Cannabis on University premises if I have a medical cannabis card?

Possession and consumption of marijuana/Cannabis, related products, and paraphernalia are prohibited on all Morgan State University premises and associated premises.

Can I be held responsible for incidents that occur off campus?

It is possible to be found responsible for incidents that occur off campus. Students are expected to uphold the Code of Student Conduct in class, outside of class, off-campus, on campus, and online, at all times.

If I am suspended, Can I still come to campus?

A student who is suspended is not allowed on University premises and/or University associated premises. 

I have been suspended. When does my suspension begin?

Suspension begins immediately upon notification.  A suspended student will be withdrawn from all divisions of the University for at least the remainder of the semester/session in progress. A student who is suspended from the University is not eligible for the return of tuition, room or board fees, or other fees paid or owed to the University. The student shall not participate in any University sponsored activity and will be barred from University premises and all University associated premises.
